Hiii! YES, they definitely should. I would assume Katherine would check up on him every now and then over the years ( like an actual stalker she is ) and now she decides to actually show herself and initiate contact, maybe? What do you think?
Now, regarding vervain, Regina will add it to the guidelines asap -- it still exists but it's very rare. I'm not sure if it will cause any side effects to people who actually take it. It'll all definitely be on the official post Regina makes.

I would think with Katherine being Katherine she would go through extra lengths to make sure he was actually dead, you know? but honestly, if you want to go with no one knowing about him being alive, including Katherine, I'd be down for it. It's totally up to you.

No Damon and Katherine have not seen each other for 132 years. In fact Damon pretty much dropped off the face of the earth since losing Stefan and then Elena and him broke up. So he decided to go back to Mystic Falls after being away for a very long time so maybe they could meet up there.
